Is the value they give you the last day of the month or the first day or is the value the same for the entire month?

It doesn't matter what date during the month you buy -- you get the same value.

Back when savings bonds were a decent investment, I remember lots of folks talking about waiting until the end of the month to buy, and cashing in at the beginning of the month when you sold, effectively getting a free month of interest.
