Is there any plausible reason for suspecting that everyone in the first Neighborhood would lose all their employment? I can't find any historical example that would even suggest it to be true. Almost every instance where common markets have been established (trade federations, common markets like the EU or BENELUX, union areas) have seen economic shifts, but never anything close to what you're describing.

No it hasnt happened historically, but we are about to see it here in the United States. Bit by bit, eveyone's job is being outsourced.
The manufacturing went first, and now the design and engineering jobs are going.
The only things that wont be outsourced are jobs that accomplish nothing, parasitic jobs - marketing, financial mangement, etc. With no products made or designed here, we will all be shuffling our worthless money around to each other or selling each other insurance policies.

The rest of the people in the neighborhood will lose their jobs because the house of cheap labor will start doing everything else including plumbing, like carpentry, shoe making, everything.
