Is this a wash sale issue?

Nope. Wash sales only apply when you buy/sell a stock within 30 days of taking a LOSS. Since you sold at a gain the IRS is getting their cut immediately, so they're happy. (my take)

Can I sell these shares now before the end of the year and use the loss to offset the gains I've had in ALLR this year as well as in other trades this year?

Yep. Have to sell by Friday afternoon. You can offset all your gains plus up to $3000 extra from your regular income.
