It almost makes me think that the military-industrial complexis behind these "threats". With all the sequestration mania,this could be their way of attempting to make sure thatthe military stays in the spotlight.I wouldn't be too surprised by that. Then again, it might even be so simple as to try to maintain a focus beyond perceived "bigger problems". Maybe it's more of a "Let's yank their focus back to us" type of thing. The rest of the world seems to be forgetting about us. When the world worries about financial upheaval, N Korea seems very insignificant. After all, it probably boils down to, "I'm a spoiled brat and really need more attention."
