It certainly looks suspect to me.
1. The address for the FBI may or may not be legitimate, but, their main headquarters is on Pennsylvania Ave and has a different phone number.
2. It seems like way too much information than what the FBI would put into an email if they ever use and email for something of this nature.
You might consider reporting it to the FBI Internet Complaint center, but, I suggest you enter their url rather than clicking the link in the letter. Alternatively you might check with your local FBI office or even your local police department.
