Hard to say. If during that one uncovered year something bad happens, it could wipe out a good chunk of savings. It's a gamble, and very dependent on the general health of the spouse (i.e. stable, declining, etc).

Plus there are other factors. CA has better governance (overall), but a higher cost of living. Earthquakes are annoying, but most places don't get to 120F in the summer. Etc.
