But I believe the answer to your question is credit card fraud. Seems odd in this case. What criminal would be giving money to the Red Cross with a stolen CC? I'd imagine it's their usual policy for this "honor system" though. Anybody can set one up to collect money from, say, viewers of their web site. If they also happen to be a criminal, they, along with criminal friends could use one of these to "launder" money to themselves.
