It seems to have had nothing to do whatsoever with "free speech," so I wouldn't trouble yourself trying to figure out the logic behind it. It's about someone with a wee bit of power getting his nose out of joint when his inconsistent behavior was called out. A temper tantrum, if you will.

The only person "protected" was the person who made the "policy" decision with regard to the original "incident" when the negative repercussions of that policy were made clear. But hey, when they own the sandbox and all the toys, they get to decide who gets to play.
