(It sounds like)the child is the owner of the bonds. The child will be the one to redeem them and pick up the income. The exclusion for bond interest if used for charitable purposes will not be available to the child, assuming he/she acquired them before age 24. But that doesn't necessarily mean buying the bonds in the kid's name was a bad move.
