It was a large scandal... Although I think what she was doing was smart, there was an over-abundance of funds and reserving some for future disasters was the correct move... Although it certainly could have been communicated much better. Better controls were put in place at ARC and using the figures above 96& of the funds were used to help out the victims which for charities is a very high utility rate.

The Red Cross systems at the time were incredibly taxed with traffic... way over what they were designed to do. The people there were doing the best they could to support the victims and the donations from the American public were substantial.
