President Clinton has signed the IRS Restructuring and Reform Act of 1998. This legislation includes the long-awaited Roth IRA technical corrections and elimination of the 18-month holding period for long-term capital gains, as well as many new taxpayer protection measures. Reports on some of these measures are now available on my web site, and an extensive guide to the new spousal protection rules will be posted soon.
