I've recently heard our "resesrch engineers" complain because of great pressure to cut their budgets. In general they are used to working unsupervised, and with little fiscal accountability for their work

Baloney. I know several, including my next door neighbor. Their chief complaint is the amount of time they have to spend writing grant proposals and justifying what they're doing with the research funds they do get, when they get them, if they get them.

Yup - that $500M investment in Solyndra was a brilliant idea.

Apparently you are unfamiliar with the concept of "fail." Obama's track record in green energy investments: 92%. Wonder what Bain Capital's record has been? 78%.

Only a kook would demand that an investment record must be 100%. In reality, as in stock market investing, you expect some to fail, but for it to be made up (and then some) by the successes. What's the internet worth today, again?
