JC Penney is definitely a junk bond. The market analysts feel there is a strong likelihood of default in the near future. A default could mean that they temporarily stop paying you interest, or it could mean that the whole bond would become worthless.

You can get similar rates of return from Xerox and Lucent bonds -- also companies that are "against the ropes".
