Assuming you are under age 59 1/2 and you have not left that job, that's correct. You may possibly transfer the funds to a 403b(7) account (and thus keep the money inside the 403b wrapper), but you are ineligible to transfer them to an IRA. Therefore, the distribution is subject to both income taxes and the early withdrawal penalty.
