In a nutshell - Yes!

However, the employing church must be a 501c(3) non-profit, per IRS. And the employer must agree to make payroll deductions, per your instructions & send them to your 403b fund (mutual fund/annuity). If it's a voluntary plan only, there is no requirement for other employees to participate...
