Yes there are such people. In my view this is just a backdoor way to practice Market Timing.

If you have a properly designed investment strategy, it will work just fine in years like 2008, 2009, 2010, 2017 and 2018.

Trying to time the market is a certain way to accomplish one or more of the following:

Buy High and Sell Low
Increase the portion of your earnings subject to taxes
