Actually, a Traditional IRA could be funded with both pre-tax dollars and after-tax dollars (specifically, deductible contributions and non-deductible contributions).

If a Traditional IRA is converted to Roth, the after tax dollars aren't taxed again, but all pre-tax dollars and all growth would be taxed when they are converted.
