I have heard thier are funds/bonds that pay interest regularly and don't require any federal or state taxes. Would like to know what they are.

There called municipal bonds. However, they pay lower interest rates than taxable bonds, so unless you're in a high tax bracket, municipal bonds may not offer much of a benefit to you.
