Local neighbors warn me that coyotes often tempt a dog into play, then surround the dog to kill and eat it. Cliff isn't an aggressive dog. It would be easy for coyotes to kill him, since Cliff would submit and turn his belly up.

I'm not sure what to do.

maybe teach him "NOT -friend" ?
... sounds like he might be too socialized.

get Serious about recall?

how expert are your neighbors regarding wild-life... "tempt a Dog to play and then surround him" ?

sounds awfully smart, even for a Coyote..
and sounds like 'pack' activity, and my understanding is Coyotes prefer living on their own, depending on availability of small prey.

Coyote might really be playing ... isn't Cliff about the right size for a Coyote pup?

whichever.... i hope all goes well
(reading Cliff's adventures, we've become rather attached to him <g>)
