I've never had a secured card with Capital One but about two years ago my husband and I took advantage of an offer of a low interest rate for 6 months. After the 6 months were up Captial One jacked the rates up to the sky and would not lower the rate.

Capital One was the *first* card we payed off and canceled when we got Foolish. I feel there is not point to have a card for a company that will not negotiate with you.
