And second of all, I have to wonder about Mr. Corporate Office Man. He's not 100% sure it's legal???!!!???? Is that what he would say if someone submitted a charge to his credit card without his signature? I don't think so.

I suspect he knew damn well how much hot water this practice could get his company into, and was doing his best to deflect your wrath.

Apology accepted, but I think a letter to your state AG is in order. If it's a high-volume kind of place, and this manager has been around for a while, it's well within the realm of possibility that he's done this before, and gotten away with it.
