<I don't know of a person who has been expelled from a non-tax-funded K-12 school. But I know two people who've been expelled from those tax-funded schools that you say aren't allowed to reject their starting materials.>

Private schools are quite selective.

Public schools only expel students who are a danger to other students. Public schools educate (or attempt to educate) vast numbers of students who have disadvantages that are not a danger to others but do not have the abilities and familial support to learn at grade level. Millions of them are poor and could not afford a private school, even if they did have the ability to learn.
