Private schools are quite selective.

Public schools only expel students who are a danger to other students. Public schools educate (or attempt to educate) vast numbers of students who have disadvantages that are not a danger to others but do not have the abilities and familial support to learn at grade level. Millions of them are poor and could not afford a private school, even if they did have the ability to learn.
