SS has never been outside of the budget; there has never been a lock box. The only way to make such would the to significantly increase taxes or cut benefits to start building up such deposits.
The file cabinets full of the treasury notes for what is owed to social security exists and are full. IT is not a lock box , you are correct and the Congress and all administrations raid it on a regular basis, but neither is social security paid from income tax revenue, it is paid from social security revenue, and after the 2%cut the last 2 years some of the treasury notes were paid to have enough funds.....

Medicare is insurance. It is not pre-paid medical care. If you want it to be pre-paid medical care, then the cost would need to significantly increase as most people consume more care than what they pay in.
It is pre paid insurance then ....
