Sheila....with this foot of yours, is it all weight bearing exercise that's bad or just the impact of walking (I know you enjoy this). I ask because I can remember when my PF had me crippled, well meaning folk would make all sorts of suggestions for exercise without realising the type and extent of the pain.
Have you looked into any home exercise equipment.....either a good quality exercise or Spin bike (or a bike trainer for a real bike) or a stepper. I have a gym membership and have always been reluctant to purchase anything for the home as, in the price range I've looked, the quality is just about good enough for use as the clothes hangers most stuff ends up becoming.
However, I can attest to the decent workout you can get on a bike/trainer combo.....daughter got a new road bike for Christmas, brought it home with her and rigged it up in the den on her bike trainer, popped her training DVDs in and worked up a nice sweat.
I have just sprung for a Lateral Thigh Trainer (As Seen On TV!!) Husband made a commitment to do more aerobic exercise and has been trying to stick to a run/walk programme but, with all this weather around, is in danger of losing momentum (he doesn't have a gym membership) Thought this might tide him over till the ground is a bit safer. I had a go yesterday and it is quite usable......if we get the promised snow storm tomorrow and I can't get out, I'll give it a good test drive.
