<<DH and I pay attention to which public-supported stations we watch/listen to, and we make a point of supporting them for exactly that reason. If they are providing a service that I use, I feel obligated to pay for it.

If someone offers me something for free, whether it's admission to a museum or especially to a PBS station, I feel no obligation whatever to pay.

I will consider paying if it's something I want to support and see prosper though. But it is MY choice, not the providers.
