<<I seem to remember that there's a law on the books that forces a merchant to give you a discount if
you pay cash instead of using a credit card. Discount = rate charged merchant by credit card

I seem to remember it as just the opposite - the merchcant is forbidden by its contract with the CC co. from charging the customer more for credit card purchases (merchants like gas stations get around this by saying it is not $.05 per gallong charge to cc's but a $.05 per gallon discount for cash.
