I have limited experience (one employer, 1999) but I know what I was told. We had a waiting period before being eligible for the new employer's health insurance coverage. I was told that once I was covered by the health insurance, that I'd be eligible for COBRA coverage upon leaving that employer.
So in your case, I think you'd begin over with a new 18-month period.
This is something to "look before you leap" though, for real sure!
