I believe your brother is right. The estate must pay the taxes before it is dispersed to the beneficiaries. The thing for you to do is call the executor of the estate and ask. Then you will know for sure.

My mother recently passed away and I was the executor of her estate. I made sure all the taxes were paid by the estate before distributing it to the beneficiaries.

But please don't take the word of anyone here -- not me, or anyone else. Check to be sure -- then enjoy your inheritance!
