After talking on this board and researching I am more confused on my options.

If my wife has a 403b plan started by a financial planner and we don't like how the funds are doing, can we start her own 403b plan with her employer and roll the old one over to it?

Some say I can start a new 403b and some I can't so can anyone with experience on 403b plans give me a definitive answer?
