I closed on the purchase of a house (which I am/will be using as my residence) on 1/3/2001. However, I paid a "mortgage lock fee" in CY2000. Is that fee a deductable "closing cost" for my 2000 taxes?

No, it is considered part of your closing costs, and it is added to the cost basis of your house.

if you paid points, which are pre paid intrest then no. Your "lock" fee gets credited to you at closing
