My question is whether I can combine the accounts now so that I won't have to withdraw
money from them both that I may not need when I will be required to withdraw funds.


They can be combined. Contact you IRA custodian and ask how to add your 401k to the account.

Be sure the funds go from the 401 to the IRA, not to your first.
