My son has a teaching fellowship at an Ivy League school, where he is finishing up on a PhD. Before he started teaching and/or being a TA, he went to an orientation meeting of PhD students where they were told that they could not give a grade below C. He was told in no uncertain terms that he should only give B's in the rarest of circumstances, and that A- was frowned upon by Dept heads. I'm not kidding. When he gave a student a C, who had not shown up for class or taken the exams, he was told to raise the grade to a B.
