My TSP ($17,000) is all pre-tax contributions. My understanding is that any additional contributions would be non-deductible. I currently have no additional IRA's at all, except my TSP.

Then you should be fine with converting a non-deductible IRA directly to a Roth IRA - you won't pay any additional taxes. Read IRS Pub 590 for details.
