NCLB doesn't force a state takeover. The is one of several options available
to a school/state:...

....By the way - this only take place after a school has been identified as
needing improvement for 6 years in a row.

my sister's response to post:

"I am a teacher. I have no control over what the district has me do. This
person says 6 years, and there are other options. This may be true for the
superintendent and the school board, but the teachers ultimately have to do
what they say. They say raise the scores this year or there will be trouble.
This is our second year in Program Improvement and there is great pressure
on the teachers from the district."
