Net Based Software is already happening and it is going to be very big! In many ways it is related to E-Commerce which is another big movement in the industry. Java Soft (Sun Microsystems) is one of the leaders for providing the underlying technology as are other companies such as MicroSoft, Oracle, Sybase, and many of the other software language/platform companies.

Traditionally, software has been created for either a local machine or an intra-net (an internal network) but with the growth of the inter-net a whole new paradigm (model) has taken shape. In the business world, the last several years has been on the concentration of ERP systems and the Y2K bug, but now companies are positioning themselves to take advantage of remote communication and data sharing. The same is happening for personal computer software use. E-Trade, Amazon.com, etc. are all examples of this paradigm shift.
