Do these rules apply to 401k's or 403b's?

If not and you have already started a 403b distribution, can you convert the 403b to an IRA?

Greetings, Retdigger, and welcome. You asked:

Defined contribution plans must be amended to accept the new rules. You must check with your benefits administrator to see what your plan allows. If you can't use the new rules, then you may transfer the remaining plan proceeds to an IRA where you can.
