New rules do not apply. This one is being held up as the poster child, despite the fact that everything about it is location, location, location.

Gulf coast closest? Yes, definitely. Most places in the world definitely do not have a high CO2 demand. Only reason I know demand is outstripping supply is that my employer has a facility in "chemical alley" and had a sweatheart deal to buy CO2 for the past 10-15 years. They had to spend over $100 MM to restart a mothballed plant because of the lack of relatively free CO2 in the gulf coast.

Cheap lignite near the surface, a very lucrative CO2 market, and increased demand for electricty when the general trend in the country is lower demand according to EIA data plus juicing it with almost $1 BB in tax breaks, grants, and other pork indicate that this is probably a one time thing.
