No, Bush owns the unemployment numbers for at least the last fiscal year during which his policies were in place. Just like Obama is going to own the first two or three quarters of 2017 until his policies "expire". That's how the fiscal calendar used by the government works.

Besides, when Bush left office it was 8%. Obama has it at 7.6% right now (U3). So you're incorrect either way.
