No energy department when alternative/hydrogen/sun/wind energy sources are undeveloped. Bush himself wants to intervene in Education (which has always been a local issue). HHS would appear to have a major role in prescription drug enforcement/availability. These departments which are opposed by Bush do functions that no one else does. If one leaves it to the states exclusively, it will not happen. See "Environmental Protection: environmental measures...protect national parks, national forests, and national monuments, clean up industrial and commercial toxic waste sites, and protect endangered species...Education Reform: a strong education reform program that requires states to set high standards for every student and strengthens federal incentives to boost low-performing schools and significantly improve educational achievement...Energy Bill:...benefit consumers, increase domestic energy supplies, promote energy efficiency, and protects the environment..." http://carper.senate.gov/press/fs107thcongresssummary.html
