No energy department when alternative/hydrogen/sun/wind energy sources are undeveloped. Bush himself wants to intervene in Education (which has always been a local issue). HHS would appear to have a major role in prescription drug enforcement/availability. These departments which are opposed by Bush do functions that no one else does. If one leaves it to the states exclusively, it will not happen.

You're missing the point entirely.

It doesn't matter how desperately any of these functions are needed - we have a greater need for a government that abides by the laws governing it.

So if the limited grants of power included in the Constitution do not authorize the national government to do something, the national government should not do it. Period. End of discussion.

Whether the Constitution ought to be amended to allow the national government to do certain things not already permitted of it, is a separate discussion. If such amendments are proposed and ratified, then the national government could then take up those activities; if not, then it should not.

Sure, under the notion that the national government should actually abide by the law, certain things the national government currently does would go undone. Are you quite confident that ALL of those things SHOULD be done, and SHOULD be forced upon the entire nation in a one-size-fits-all program?
