No, he cannot. A 401k plan is a qualified retirement plan that can only be established by an employer and is employer-specific. As of today, there is no 401k plan authorized for military personnel; however, chances are good that Congress will enact a Thrift Savings Plan for military members similar to that authorized for federal government civilian employees. That will be much like a 401k if and when it becomes enacted into law.
