No he wouldn't be declared evil [for winning the lottery]. Getting $10 million of other people's money for nothing is not evil. Now if he were to come up with a wonderful new invention that cures all cancers plus the common cold while simultaneously eliminating world hunger, and on the strength of that invention found a company that ends up with a total payroll of a billion dollars a year, and he were to keep $10 million of that billion for himself, that would be evil.
