No super wealthy EVER pay estate tax. They can afford the expensive structures to avoid them.

Actually, most of the structures available to minimize estate taxes are just as accessible to the non-"super-wealthy". And the one thing they all have in common is sacrificing some degree of control over the assets.

There is nothing sacred about estate tax. In fact it's a poor way to raise revenue.

One of the goals of the estate tax is to act as a deterrent to the establishment of an entrenched oligarchy. Another is to encourage philanthropy. It's pretty effectivee with the second, not so much but better than nothing with the first.
