The third group, the Anglo-Lutheran Catholic Church, is an aberration, in that it actually came out of the Lutheran tradition but subsequently adopted the Catechism of the Catholic Church as its standard of doctrine and adopted the liturgical rites of the Catholic Church, including the "Anglican Use" forms in the Book of Divine Worship. When this group petitioned to come into the Catholic Church, the Congregation for the Doctrine of the Faith "suggested" the ordinariate for the United States as a vehicle for doing so and referred them to Cardinal Wuerl, the delegate for its formation.

Interesting. I had not heard of this group before. Do you have any history on this group and why things worked out this way?
