Normally, they should have that stuff done by the end of January. Dividends are not so difficult that they need revisions, unlike some other 1099s. I believe they got a reprieve this year of about 2 weeks, but not this long
Don't blame IRS for a bunch of stupid congressmen and congresswomen who do last minute changes to the law and then expect IRS to enforce it perfectly. Sometimes I'm amazed that they do as well as the do, especially with all the past budget cuts
