Not to mention that there might be difficulties with moving refined products from say the US
East coast to the gulf by ship unless the "Jones Act" were somehow circumvented? One has to
question whether there are enough US built and manned ships? Waivers were necessary in 2005.

Okay, I'll ask- Why do you see a problem? Aren't there existing US Flag vessels transporting refined
fuel from the US gulf to the Atlantic? If so, why couldn't there be a temporary switch in the
opposite direction?
