Of course every hospital and clinic above a certain size should have equipment that is usable by everyone. But rather than a hospital having one scale and one exam table and one xray machine that can accommodate disabled people, it sounds like all facilities will be required to change out all their equipment to comply.

Its already bad.

A few years ago was eating lunch with an OB/Gyn. She was having her office "remodeled". Some review group came through and complained that she only had one disabled exam room and only one disabled bathroom.

She had 6 exam rooms going down a long hallway, with a bathroom at each end. The disabled exam room was next to the disabled bathroom. Which was the closest to the waiting room.

But that wasn't compliant enough.
