I'm not sure I understand why - it's very common for folks to advocate legislative proposals that get part of what they want done, in circumstances where they can't get it all. Civil unions for same-sex couples, for example, were exactly that type of situation: the country wasn't ready for gay marriage, so advocates tried to get as much as they could given the political climate. I'd say that of the folks that I've spoken to who oppose abortion, most of them believed that if abortion is banned that there should be criminal penalties for women who get the procedure, but knew that would never be able to get passed.Albaby
