One advantage to a risk-based insurance plan is that policy holders contribute premiums to the group at the same rate that they contribute risk to the group.Why should those that live a low risk lifestyle subsidize those that CHOOSE to live a high risk lifestyle? You think people with neuro-degeneritive conditions, most cancers, type I diabetes--none of which are caused by sins of commission or omission on the part of the stricken--should have sky-high insurance premiums and their families lose everything else in addition to their loved ones?
