One possible good, you could have a "clean slate" when it comes to rebuilding, i.e., develop areas differently and revamp building codes. Houston, some of those low lying areas are no longer housing but parks or wetlands or areas for storm run off. Maybe more homes need to be built on piers X feet up. Florida, maybe nursing homes need backup generators.

IMHO, one big mistake from Katrina in NOLA, was trying to rebuild things in areas that needed to be returned back to marsh to help with storm surge.
